Background
I am a retired Navy Captain, and have worked in the fields of
Meteorology and Oceanography since 1978.
I received my Bachelor of Science in Meteorology from the University
of Utah in 1978, and my Masters of Science in
Meteorology and Oceanography from the Naval Postgraduate
School in 1986. I have authored several papers on the
Navy's Operational Global Atmospheric Prediction System
(NOGAPS).
Since 2004, I have worked in industry (SAIC as NOAA Account Manager
and Computer Sciences Corporation on the NDBC contract),
and since this past June I am employed by the Old
Dominion Research Foundation. I serve on several panels
and organizations supporting and advocating for a
sustained, operational ocean observing capability. I am
active in the Marine Technology Society as a board
member (VP for Industry and Technology) and the American
Meteorological Society (AMS). I chaired OCEANS 2012
(

the international and national community and local
leadership NOAA's leadership in integrated ocean
observing, climate change and sea level rise.
I currently manage the QA/QC of Real Time Ocean Data (QARTOD) project
for the US IOOS program office, and working the
interface between Navy, NOAA, the cities of Norfolk and
Virginia Beach, and ODU on sea level rise and climate
change. I am also on the Board of Trustees for the
Virginia Aquarium and Marine Science Center, and the
Middle Atlantic Coastal Ocean Observing System
(MARACOOS), see www.maracoos.org. In 2014, I will be
supporting ODU's Military Affairs Panel as a Navy
liaison for ODURF.
