Science-based decision making is a foundational concept of the
National Ocean Policy. Established by Executive Order 13547 in July
2010, our Nation's first ocean policy comprises nine priority objectives
ranging from a focus on ecosystem-based management to climate change and
ocean acidification to observations, mapping, and related
infrastructure. An implementation plan consisting of more than 50
specific actions designed to advance the priorities has been drafted and
is now available for public comment. Many of these actions explicitly
or implicitly call for information and capabilities that only the
science and technology community can provide. Your input on these
actions and the implementation plan (available
at www.WhiteHouse.gov.oceans) in general are sought.
Dr. Miller is Assistant Director for Ocean Sciences at the White House Office of Science and Technology Policy (OSTP) and Acting Deputy Director of the National Ocean Council Office. Previously, Dr. Miller was Technical Director and Director of Research at the Consortium for Oceanographic Research and Education where he had management and oversight responsibilities for the program offices of the US National Oceanographic Partnership Program, the national and international Census of Marine Life programs, and other community-wide activities. As Associate Director for Ocean, Atmosphere, and Space Sciences at the Office of Naval Research - London, he built international programs in ocean and atmosphere modeling and remote sensing. His research career included several years at CCPO and later at the Naval Research Laboratory.
